High season is June-August (locals call it 'June Gloom' early on — expect coastal fog until midday). Comic-Con in mid-July sells out the whole city 6+ months ahead. October-May deliver the best value.

Downtown / Gaslamp Quarter — you can walk to Petco Park, the harbour, the USS Midway and the best downtown restaurants, and rideshare to La Jolla or Coronado in 15-25 minutes. Choose La Jolla or Coronado if the beach is the whole point of the trip.

For Downtown/Gaslamp only, no — walk and rideshare. For everything else (La Jolla, Coronado, Torrey Pines, Del Mar, Carlsbad, the Zoo Safari Park), a rental car makes the trip 3x easier. Hotel parking is $30-$55 per night.
The tourist neighbourhoods (Gaslamp, Little Italy, La Jolla, Coronado, Mission Beach, Pacific Beach, Balboa Park) are safe day and night. Standard big-city awareness in East Village late night and on the trolley after midnight.
